WASHINGTON
Is Mike Johnson up to the job?

What’s happening: Yet another government funding deadline looms on November 17, and a new battle between House conservatives and GOP leadership — this time, with Mike Johnson rather than Kevin McCarthy in the driver’s seat — is beginning to take shape.
The elephant in the room: Despite early conservative optimism about Johnson, the new speaker’s proposal for a two-step clean continuing resolution — without meaningful spending cuts — has invited disappointment and frustration from some on his right flank.
Ohio congressman Warren Davidson panned the proposal’s “status quo policies, and status quo funding levels,” tweeting: “Disappointing is as polite as I can muster. I will be voting NO.”
Texas’s Chip Roy warned that if the House GOP agreed to a clean CR “without extracting meaningful cuts or policy changes,” it would mean “more debt & more funding of tyranny.”
The Center for Renewing America’s Russ Vought called the CR a “bad bill, bad strategy,” tweeting that it “fully funds Biden’s woke & weaponized bureaucracy” and doesn’t “even try” to “force a national debate on the border & DOJ’s excesses.”
Impeachment takes a backseat: Johnson has also reportedly balked at the prospect of a Biden impeachment inquiry, telling moderate Republicans in a closed-door meeting that there was “insufficient evidence at the moment to initiate” the impeachment process, according to the Washington Post.
Republicans in disarray: While Johnson recently expressed cautious support for opening an impeachment inquiry into Alejandro Mayorkas, eight Republican defectors derailed a Monday effort to introduce articles of impeachment against the Homeland Security Secretary, causing more exasperation from conservatives in the caucus.

🪖 Hezbollah attacks at Israel’s border. Seven Israeli soldiers and 10 civilians were wounded in a clash with the Lebanese terrorist group Sunday. It began with Hezbollah firing anti-tank missiles just over the border and led to Israeli airstrikes in response. Israel threatened further action if Hezbollah continues hurting civilians, raising the possibility of a two-front war in the Middle East.
🏛️ SCOTUS unveils code of ethics. The Supreme Court tried to appease its left-wing critics by adopting a formal code of ethics yesterday. The document addresses several issues regarding justices’ personal connection to cases and standards for recusal. Activists say the code “doesn’t go far enough,” and the Los Angeles Times describes it as mostly a repeat of existing rules.

Gavin Newson this week. "I know folks are saying, 'Oh, they're just cleaning up this place because all those fancy leaders are coming to town,'” Newsom said. “That’s true.”

INSIDE AMERICA
The kids are all Right

What’s happening: Members of Generation Z — also known as “Zoomers” — tend to be discussed as a monolithically left-wing demographic. But a major new report throws cold water on that assumption, indicating Zoomers — and in particular, Zoomer men — might actually be moving right.
The numbers: Just 28 percent of white men in Gen Z identify as liberal — six points lower than their Millennial peers. Fewer than half (43 percent) of Gen Z men identify as feminists — a sharp 11-point drop from Millennial men.
More: Gen Z’s support for same-sex marriage has decreased by 11 points over the past two years. While the share of support still makes up a decisive majority — 69 percent — it now sits five points below support for gay marriage among Millennials.
Following a trend: A June survey found the share of Zoomers who believe there are only two genders had increased by a staggering 14 points over the past two years alone.
The gender gap: The data suggest this right turn has been driven by Gen Z men. Zoomer women, on the other hand, appear to be moving in the other direction, and are now more than twice as likely to identify as “liberal” versus “conservative.” That’s the opposite of twelfth-grade boys, who are now nearly twice as likely to identify as “conservative” versus “liberal.”
